I was helping the NHS to improve - and then the reforms were announced

I’m 62, with an MSc in Quality Management - I retired early on an NHS pension and was working in interim Service Improvement and project Management posts to augment this income. When the reforms were announced the NHS went into meltdown and everyone is too occupied internally to think about service improvement. I have had no work for 18 months - I’ve gone through my savings, my shares are on the floor and I have outgoings I can’t meet. I am a very capable person and still have a lot to offer but I now feel useless and poor.
